The Quality Fostering Story

Quality Fostering was founded in 2006 by Tony Rae, an experienced Social Worker and Manager who had spent years supporting children in residential care and local authority services. Tony saw the challenges children in care faced and knew how powerful the right foster home could be.

He started Quality Fostering with a clear belief: every child deserves a safe, stable, and loving family environment. Foster care isn’t just a place to stay, it can be a place to heal, grow, and thrive.

From the beginning, Tony focused on putting children first. He built an agency centred on care, compassion, and quality support for both children and the foster carers who look after them.

As the agency grew, so did its team. A network of skilled professionals soon joined the journey, helping to develop strong training programmes, establish a fostering panel, and create a supportive community for carers.

Today, Quality Fostering is a trusted agency working across the Midlands. We currently hold contracted tenders with 13 Local Authorities across the West Midlands and work closely with other non-contracted authorities to ensure that children from a wide range of backgrounds can access the care they need, without delay and with the right match.
